(A) After consideration of the volume, speed, and character of traffic on the roadways of the city, it is hereby declared to be the determination of the city, that the following non-highway vehicles may safely travel on, or cross, the roadways of the city, subject to the restrictions, requirements, and other conditions set forth herein, and that public safety will not be jeopardized by such operation:
(1) Golf carts; and
(2) Recreational off-highway vehicles.
(B) After consideration of the volume, speed, and character of traffic on the roadways of the city, it is further declared to be the determinations of the city that no other non-highway vehicles, including all-terrain vehicles and off-highway motorcycles, may safely travel on the roadways of the city, and that to allow such operation would jeopardize public safety. Consequently, all-terrain vehicles, off-highway motorcycles, and lawnmowers are specifically prohibited from operating on the roadways of the city.
