It shall be the duty of the Department of Finance, not later than July 1 of each year, to recommend to the City Council one or more regularly established national or state banks doing business within the city as depositories in which the funds of the city shall be deposited, and the City Council shall designate one or more of such banks as depositories for the funds of the city.
