Any member of the police force who shall refuse or neglect to perform any duties required of him or her, and where any such refusal or neglect to perform any duties shall tend to hinder, obstruct or impair in any way the proper and strict enforcement of any law or ordinance or the efficiency of the police force is declared to be no longer qualified to be a member of the police force and shall be discharged from the police force and the services of the city.
