If normal Metra fare revenue (exclusive of plan revenues) for any plan year is lower than budgeted for such plan year and such shortfall results in Metra failing to attain its required recovery ratio as set forth in the budget approval for such plan year, then Metra must amend its budget to meet the required recovery ratio, but may not use plan revenues for any purpose inconsistent with § 111.053 without amendment of the Metra budget by vote of the RTA Board.
