Except to the extent it delegates its power and duties to the Plan Administrator as provided in § 33.136, this plan will be administered by a Committee consisting of five members. Three of the Committee members shall be appointed by the Board. The remaining two Committee members shall be appointed by the Executive Director of NIRC so that one such Committee member shall be a management employee and the other shall be an employee who is a member of a collective bargaining unit and is eligible to participate in the plan.
