No person shall install, construct or use any pool within the City unless the owner of the property upon which such pool is to be constructed or installed, or his or her agent, has first obtained a permit therefor from the Zoning Inspector. Such owner, with his or her application, shall furnish plans and specifications for such pool. The fee for such permit shall be thirty-five dollars ($35.00) for a portable or above ground pool and fifty dollars ($50.00) for a permanent residential pool.
