All existing single and multiple occupancy residential structures shall have installed therein a minimum of one smoke detector per dwelling unit or an acceptable alternative approved as provided in Section 1454.01, at whichever of the following events occurs first: within three years of the effective date of this chapter (Ordinance 80-0-18, passed July 8, 1980); at the time of any change In ownership; or upon the issuance of a permit for any structural change or repair.
