Pursuant to Ohio R.C. 731.231, there is hereby adopted by and for the City, for the purpose of establishing rules and regulations for the rehabilitation of buildings and structures within the City, pursuant to contracts authorized by the Department of Community Development, that certain set of specifications known as the "Rehabilitation Specifications of the Department of Community Development," consisting of Sections 1 through 14, and being the March, 1980, edition thereof.
