The provisions of this chapter shall not apply to a property owner desiring to perform work on his own premises so long as such work is actually performed by the property owner or members of his immediate family and the work is performed without compensation. Any work performed by the property owner shall be subject to all provisions of Part Fourteen - the Building and Housing Code and to all inspections required under such Code.
