(a) No person or contractor shall perform or authorize the performance of work in the City without first having complied with the provisions of this chapter.
(b) No person or contractor shall perform work or authorize the performance of work in the City after having been refused a renewal of certificate pursuant to Section 1452.06 or after a certificate has been revoked pursuant to Section 1452.07.
