The owners, operators and managers of every apartment building in the City shall attach to every apartment unit in the City the apartment number, or other such designation, in a uniform and conspicuous manner upon the main entry door to the apartment unit. The owners, operators and managers of apartment buildings shall also post in a uniform and conspicuous place in the entry lobby to the apartment building, the names of the tenants and their respective apartment unit numbers. Failure to comply with this procedure shall subject the owner, manager and/or operator to the penalty provided for in this chapter.
