No owner of any building erected within the City shall fail to attach to such building the number assigned thereto in accordance with the plan and schedule adopted in Section 1446.01 within a reasonable time after such building is occupied, such number to be placed on such building so as to be conspicuous and easily discernible from the street or highway on which such building fronts.
