(a) Required. No building permit or plan approval required in Title Two of this Part Fourteen - the Building and Housing Code and no zoning permit shall be issued until the applicant therefor has posted a road performance bond, on a form provided by the City, with the Service Director, such bond to be conditioned upon the proper completion of any road repairs and the restoration of City streets to their condition prior to the commencement of the construction authorized by such permits or approval.
(b) Amounts.
(1) The amount of such bond, except in the case of a demolition permit, shall be based on the front footage of the property as follows:

(2) The amount of such bond required for a demolition permit shall be one hundred dollars ($100.00).
(c) Application and Refund. Upon completion of the authorized construction and upon certification by the Service Supervisor to the Director, the bond shall be released. The Supervisor is hereby directed to certify the release of such bond where conditions warrant within thirty days of the completion of construction. In the event conditions do not permit the Supervisor to certify the return of the bond, he shall notify the Director, who shall proceed to give written notice to the applicant to complete necessary work within thirty days. If such work is not completed to permit certification by the Supervisor, the bond shall then be applied to the cost of street repairs and property restoration to the extent of the bond. Any unused and unexpended portion of the bond may then be returned to the applicant upon certification by the Supervisor. In every case, the sum of five dollars ($5.00) shall be deducted from the refund for the costs of administering the provisions of this section.
