Pursuant to Ohio R. C. 731.231, there is hereby adopted by and for the City, for the purpose of establishing rules and regulations for the construction, alteration, removal, demolition, equipment, use and occupancy, location and maintenance of dwellings and appurtenant structures, including permits and penalties, that certain building code known as the Regional Dwelling House Code, copyright, 1966, and as amended in 1968, by the Regional Planning Commission of Cleveland, Ohio, save and except such portions as are hereinafter amended or deleted.
