(a) Nothing contained in this Zoning Code shall be construed to approve, condone or validate any use contrary to the provisions of any prior ordinance or amendment thereof, nor shall the passage of this Zoning Code estop the City from bringing any actions, civil or criminal, or constitute a defense thereto, for the purpose of enforcing the provisions of any such ordinance or amendment.
(b) Where conflict, if any, exists between this Zoning Code and any amendments thereof and Part Fourteen-the Building and Housing Code or any amendment thereof, the provisions of Part Fourteen-the Building and Housing Code, as amended, shall prevail and be controlling.
