1226.05   PAVEMENTS.
   (a)   Concrete pavement and concrete sidewalks shall be constructed in each street proposed to be dedicated. In certain special instances where it is proposed to use an existing dedicated street with an adequate pavement as a principal access street to the subdivision, the City may require that concrete pavement and sidewalks be constructed on such principal access streets at no expense to the City.
   (b)   All concrete pavement shall be constructed in accordance with "Regulations, Standards and Specifications for the Construction of Public Utilities and Other Public Improvements," as the same may be established from time to time by resolution or ordinance of Council.
   (c)   Unless directed otherwise by the City, all pavements shall be constructed with an integral mountable curb on each side of the pavement. "Width of pavement" means the overall width of the concrete construction, including the curbs.
   (d)   The widths of concrete pavements for proposed streets shall be determined as follows:
      (1)   Arterial streets and highways, as determined by the City or other responsible public authority;
      (2)   Collector streets, thirty or thirty-six feet, as directed by the City; (3) Minor streets, twenty-five feet;
      (4)   Marginal access streets, where the plan indicates one-way traffic, the width to be twenty feet; where the plan indicates two-way traffic, the width to be as indicated for collector streets in paragraph (d) (2) hereof; and
      (5)    Alleys, sixteen feet.
   (e)   At all intersections, the pavements shall be joined by a circular curve or turnout of a minimum radius of thirty-two and one-half feet, measured to the outside of the pavement. It is recommended that wherever feasible, the radius point of the pavement turnout be made coincident with that of the right of way.
   (f)   The minimum section of pavement to be constructed shall consist of a seven inch thickness of concrete, reinforced throughout with a welded wire fabric of uniform size and spacing weighing not less than fifty-eight pounds per 100 square feet, all in accordance with such "Regulations, Standards and Specifications" as may be so established from time to time. Under certain special conditions, particularly where evidence indicates at the time of construction that the base upon which the pavement is to be constructed is of a suitable nature, the City may permit the construction of the "alternate section" without reinforcing steel, and commonly known as "8-6-8" pavement, all in accordance with such "Regulations, Standards and Specifications" as may be established from time to time. The materials and proportion of material for concrete for paving shall conform to latest specifications and revisions thereto of the Ohio Department of Transportation for Class "D" concrete with five percent air entrainment which requires six and one-half sacks of cement minimum and five and one-half gallons of water minimum, including aggregate surface water, per cubic yard of concrete. Concrete test cylinders shall indicate a minimum twenty-eight day strength of 4, 000 P. S. I.
   (g)   Pavement gradients shall not exceed the following, with due allowance for reasonable vertical curves to insure minimum sight distance of 500 feet:

   (h)   No pavement gradient shall be less than four-tenths of one percent, and changes of gradient of one percent or more shall be connected by a vertical curve.
   (i)   Sidewalks shall be so positioned that the edge of the sidewalk furthest from the pavement shall lie six inches within the limit of the right of way, except that under certain special conditions, subject to the approval of the City, sidewalks may be constructed on easements therefor contiguous to and outside the limits of the dedicated right of way.
   (j)   The widths of concrete sidewalks shall be determined as follows:
      (1)   Arterial streets and highways, as determined by the City or other responsible public authority;
      (2)   Collector streets, five feet minimum;
      (3)    Minor streets, four feet minimum;
      (4)   Marginal access streets, five feet minimum; and (5) Alleys, sidewalks not required.
   (k)   The minimum thickness for concrete sidewalks shall be four inches. At driveways and other points of vehicular crossing, the thickness shall be six inches. At commercial and industrial drive crossings or wherever heavy or frequent vehicular loads are contemplated, suitable steel reinforcing shall be required.
   (l)   At all intersections of streets and at all proposed pedestrian crossings, the sidewalks shall be extended to the curb.
   (m)   Concrete drive aprons shall be constructed from the sidewalk to the curb before the completion of each residential, commercial or industrial unit and shall meet the same requirements for thickness of concrete and reinforcement as stated in subsection (k) hereof.
   (n)   Approved monument boxes and monuments shall be installed at all points of intersection and changes of alignment in the centerlines of streets under the direction and responsibility of a registered surveyor.
