(a) In order to prevent a nuisance, no person shall permit garbage from a private home to accumulate for a longer period than seven days, and from restaurants, hotels and other places for such shorter period of time as deemed necessary by the County Board of Health or an officer thereof.
(b) No person shall place their garbage or garbage container at the roadside more than 24 hours prior to their scheduled garbage pick-up day and the occupant/user of the garbage container shall remove the garbage container from the roadside within 48 hours after the garbage container is emptied by the garbage service provider.
