(a) No person shall operate any vehicle to convey garbage and other household refuse in or about or along any street, alley, highway or thoroughfare of the City that is not fitted with a good, substantial metal box thereon, the sides and ends of which are high enough so that no portion of such garbage and refuse is scattered, thrown or dropped into such street, alley, highway or thoroughfare, and so closely covered with sufficient covering and so tightly fitted as to prevent the escape of any of the contents or effluvia therefrom.
(b) No such operator shall permit such vehicle to stand in a business place or near a residence or store for a longer period of time than is necessary to remove the garbage from such place, residence or store.
