No developer shall fail to post a bond for all trees planted under this chapter and for the replacement of any tree not flourishing at the end of the second growing season, such bond to be retained by the City for at least as long as such developer is building within the City. The amount of such bond shall be two hundred dollars ($200.00) for up to six houses per year and five hundred dollars ($500.00) for more than six houses per year, and such bond shall be accumulative.
