After an application for a permit for removal of trees has been filed, such application shall be reviewed and considered as to what effects the removal of a tree will have upon the drainage, topography and the natural resources of the affected area prior to granting or denying such application. Based upon a review of these factors, the application shall be either granted or denied by the Zoning Inspector and in the event an application is denied, the reasons therefor shall be reported in writing to the applicant.
