Whenever any tree, plant or shrub, or part thereof, is growing in violation of any of the provisions of Section 1034.01 and is trimmed or removed by the City, after such work is done the City shall give five days' notice by certified mail with return receipt to the owner of the lot or parcel of land, at his last known address, to pay the cost of such trimming or removal of such tree, plant or shrub, or part thereof, which notice shall be accompanied by a statement of the amount of cost incurred. In the event the same is not paid within thirty days after the mailing of such notice, then such amount shall be certified by the Service Supervisor to the County Auditor for collecting the same as other taxes and assessments are collected.
