The Chief of Police or an officer delegated by him or her shall forthwith investigate the person applying for the permit and the truth of the statements in the application regarding the purpose of the event. The officer in charge of such investigation shall notify the Chief of Police in writing of his or her findings. If the findings are that such parade or open air meeting will not be held for any unlawful purpose, will not in any manner tend to be a breach of the peace, will not unnecessarily interfere with the use of a public way or with the peace and quiet of the residents of the City, the Chief of Police shall issue such permit.
