A person desiring to hold a parade or an open air meeting shall apply for a permit by filing with the Chief of Police a written application upon a form provided for that purpose. Each application must be accompanied by a nonrefundable application fee of twenty-five dollars ($25.00). The application for the permit must be made at least sixty days prior to the date scheduled for the parade or open air meeting.
