As used in this chapter:
(a) "Open air meeting" means a congregation of citizens held outdoors and on public property for the purpose of hearing speakers or discussing some matter of common interest, where the number of participants expected may reasonably be assumed to exceed fifty.
(b) "Parade" means a parade, march, ceremony, show, exhibition, pageant or procession of any kind, or any similar display, in or on a street, park or other public place in the City, with the exception of any parade that is a "special event parade" as that term is defined in Codified Ordinance Section 864.01(g).
