A license to conduct an auction shall not be issued to any person who has not been continuously engaged in the City as a merchant, dealing in the sale of goods, wares or merchandise described in the inventory referred to in Section 810.01 for the period of one year next preceding the proposed auction sale, nor shall such license be issued for an auction sale by a purchaser from a person who for six months preceding the purchase has not been continuously engaged in the business upon the same premises where the sale is proposed to be held, and no such license shall be issued for such an auction if an auction sale has been held within a period of one year of the time of application for such license.
