660.15   STORING OR ABANDONING BUILDING MATERIALS OR SCRAP.
     (a)   As used in this section:
      (1)   "Building materials" mean any materials, including wood, stone, bricks, cement blocks or any composition thereof used or useful in the erection of any building or structure.
      (2)   "Scrap" means any pieces or parts of steel, iron, tin, zinc, copper, aluminum or any alloy thereof, whether covered with porcelain or any other material, whether intact or in parts, which has served its usefulness in its original form and can no longer be used or useful for its originally intended purpose.
   (b)   No person shall, except as provided in division (c) of this section, store, place or abandon building materials or scrap on City streets or private property within the City.
   (c)   Building materials shall be used or commenced to be used in the course of construction within a period of four months from the time such materials are first placed upon such property. Thereafter, no person shall continue such storage. It is further provided that the mere shifting of building materials from one property to another, without commencing actual use of such materials, shall be deemed a failure to comply with the provisions of this section, except that any such materials may be moved to another lot or property in accordance with a sale to a bona fide purchaser for value.
   (d)   Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
