648.11   CONTROL OF NOISE AND PARKING IN AND AROUND BUSINESS ESTABLISHMENTS.
   (a)   Every owner, manager and operator of a business establishment in the City shall be responsible for keeping order, controlling noise therein and maintaining lawful and orderly parking of motor vehicles upon the premises of such establishment and its environs.
   (b)   No person, being an owner, co-owner, partner, officer or director of a corporation owning, managing or operating for others any business establishment shall permit noise to emanate from the premises of such business establishment, which noise is of such a character, intensity and duration as to disturb the peace and quiet of the community. No such person shall permit the motor vehicles of patrons of his or her establishment to be parked upon the premises or upon the public right-of-way adjacent thereto in such a manner as to violate State law, any section of these Codified Ordinances or any other ordinance of the City.
   (c)   Whoever violates this section shall be fined not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) for the first offense, and shall be fined not more than one hundred dollars ($100.00) or imprisoned not more than ten days, or both, for each subsequent offense.
