648.09   CONTROL OF NOISE AND PARKING IN AND AROUND TAVERNS.
   (a)   All owners and managers of taverns in the City which have been licensed by the State to sell intoxicating beverages by the glass upon tavern premises shall be responsible for keeping order, controlling noise therein and maintaining lawful and orderly parking of motor vehicles upon such premises and its environs.
   (b)   No person, being an owner, co-owner, partner, officer or director of a corporation owning or managing for others a tavern hereinbefore described, shall permit noise to emanate from the tavern premises which is of such a character, intensity and duration as to disturb the peace and quiet of the community. No such person shall permit motor vehicles of patrons of his or her establishment to be parked upon the tavern premises or upon the public right of way adjacent thereto in such manner as to violate State law or any section of these Codified Ordinances or any other ordinance of the City.
   (c)   Whoever violates or fails to comply with any of the provisions of this section shall be fined not less than ten dollars ($10.00) nor more than fifty dollars ($50.00) for the first offense, and shall be fined not more than one hundred dollars ($100.00) or imprisoned not more than ten days, or both, for each subsequent offense.
