(a) No person shall park or permit the parking or remaining of any motor vehicle on any alley, street or other public way within the City between the hours of 2:00 a.m. and 6:00 a.m. between November 1 and March 31 of each year.
(b) Upon the complaint of any member of the Service Department or upon the discovery of any vehicle so parked in violation of this section, any member of the Police Department may order such vehicle removed and impounded until the owner or operator thereof pays the cost for towing and storing such vehicle.
