No operator of a vehicle shall fail to yield the right-of-way at a stop sign to all vehicles not obliged to stop, or shall fail to yield the right-of-way at an intersection or at a place where lines of traffic cross to a vehicle approaching from the right, in the absence of a stop sign. Pedestrians shall have the right-of-way at all times and at all places. No operator of a motor vehicle proceeding to leave a parking space shall fail to yield the right- of-way to all other vehicles being operated in a lawful manner.
