(a) No person shall operate a vehicle without due regard for the safety and rights of pedestrians and drivers and occupants of other vehicles, so as to endanger the life, limb or property of any person.

(b) Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 408.01.
