No operator of a vehicle shall operate the same at a speed exceeding fifteen miles per hour within any zone. No person shall operate a vehicle in a zone at a speed greater than or less than is reasonable or proper, having due regard to the traffic conditions, surface conditions and other conditions. No person shall operate a vehicle at a greater speed than will permit him to bring it to a stop within the assured clear distance ahead.
