The provisions of this chapter shall apply to off-street traffic within City districts other than those zoned residential, in order to aid in the prevention of injury to persons and damage to property caused by unsafe operation of motor vehicles and improper parking and to improve police and fire protection in the City as a whole by providing safer and quicker access to and egress from buildings in nonresidential districts by emergency police, ambulance and fire equipment.
