(a) The Community Development Citizens Advisory Committee shall be comprised of five members, four of whom shall be residents of the City and appointed by the Mayor. The fifth member shall be a Councilman appointed by the President of Council. Appointments shall be made yearly.
(b) With the exception of the first term, the term of office of each of the resident representatives shall be two years. The first appointments shall be made as follows:
(1) Two members whose terms shall expire on January 1, 1981; and
(2) Two members whose terms shall expire on January 1, 1982.
