250.14   LONGEVITY COMPENSATION.
   (a)   (1)   All full time employees hired on or after April 1, 2016 shall be paid for longevity of service, calculated to the nearest higher dollar amount according to the following schedule:

      (2)   All full time employees hired before April 1, 2016 shall be paid for longevity of service, calculated to the nearest higher dollar amount according to the following schedule:

   (b)   As used in this section, "annual salary" means the employee's regular hourly rate multiplied by 2,080 hours (2,600 for firefighters), or the employee's yearly salary, excluding overtime, if such employee is not paid by the hour. Payment for longevity of service shall be computed by dividing the annual salary by twenty-six and multiplying the quotient by the applicable rate set forth in subsection (a) hereof.
   (c)   Employees shall not be paid for longevity of service for any period when they are on unpaid leave or not regularly scheduled as full-time employees. During any period that this exception applies, an appropriate proration of payment shall be made to the date that such exception begins.
   (d)   The purpose of this section is to encourage loyalty to the City and provide stability and continuity within the City administration. Therefore, the compensation provided herein shall be computed from the date of re-employment only, in the case of any employee who voluntarily terminates his or her employment with the City.
