The positions of Manager, Rehabilitation Specialist, Program Coordinator, Secretary and Bookkeeper of the Department of Community Development shall automatically terminate at such time as there Is not sufficient Federal funding available to sustain such positions. At no time shall funds supplied from a source other than those used to operate the Department be utilized for the payment of salaries, insurance or other personnel costs associated with such positions.
