The Department of Community Development shall:
(a) Prepare and present to Council various applications for available Federal funds;
(b) Effectively and efficiently administer the Community Development Block Grant Program, including:
(1) The review of applications and the authorization of contracts;
(2) The supervision of contracts and contractors;
(3) The inspection of work in progress and work completed;
(4) The release of funds;
(5) The proper accounting for, and prudent use of, Program funds; and
(6) The adoption of rules and regulations for the administration of the Department, which rules shall be approved by Council; and
(c) Submit a budget to Council, annually, providing for the anticipated use of available funds, from which budget Council may establish appropriations.
