(a) Pursuant to Section 6.01 of the City Charter, there is hereby established a Division of Billing for Residential Rubbish and Garbage Collection Services within the Department of Service.
(b) The Division shall be supervised and administered by the Administrative Assistant, under the supervision and control of the Mayor.
(c) The Division shall employ such persons as may from time to time be authorized by ordinance or resolution of Council.
(d) The Division shall be charged with the responsibilities of maintaining name and address records for residences within the City, billing occupants of such residences for rubbish and garbage collection services in accordance with rates and upon such terms as may be established by Council, collecting for billings rendered and turning such collections over to the City in accordance with law.
