(a) The Fiscal Officer may, with the approval of the Mayor, make purchases or enter into contracts not to exceed twenty-five thousand dollars ($25,000) without competitive bidding.
(b) The Fiscal Officer may pay other routine expenses, such as salaries or utility bills, in excess of twenty-five thousand dollars ($25,000), without competitive bidding after the funds have been appropriated by Council.
(c) Any purchases or contracts in excess of twenty-five thousand dollars ($25,000), other than routine expenses as set out above, must be presented to and approved by Council. Upon consent of Council, purchases or contracts not exceeding fifty thousand dollars ($50,000) may be made without competitive bidding.
(d) No purchases or contracts involving the expenditure of more than fifty thousand dollars ($50,000) shall be made, except with the lowest and best bidder, as determined by Council after advertising for bids for two consecutive weeks in a newspaper of general circulation within the Municipality. Contracts for professional services are excluded from this provision.
