210.05   PRESERVING ORDER.
   The presiding officer shall at all times preserve order and decorum. He shall decide questions of order, subject to an appeal to Council by any member, on which appeal no member shall speak more than once. The presiding officer shall have general direction and control of the Council Chambers in case of any disturbance or disorderly conduct in the Council Chambers, or so near thereto as to disturb the orderly proceedings of Council, and may cause the same to be cleared.
