The President of Council or in his absence the Vice President of Council shall take the chair at the hour for the meeting of Council and shall call Council to order. In the absence of both the President and Vice President of Council, the senior member of Council shall take the chair and preside over the meeting. A majority of all members elected or appointed shall have the power to compel the attendance of the absent members.
