SECTION 11.05   CHARTER REVIEW COMMISSION.
   This Charter provides that a Charter Review Commission of nine (9) members shall be appointed by the Mayor, with the concurrence of a majority of the members of Council, in December of the year 2013 and every ten (10) years thereafter. Prior to the appointment by the Mayor, the Clerk of Council shall advertise in a newspaper of general circulation in the City, ninety (90) days prior to any such appointment, that any interested citizen, who wishes to serve on the Charter Review Commission, may apply for such position by submitting an application to the Clerk of Council within thirty days of the date of publication.
    Each member of the Charter Review Commission shall have been a resident and qualified elector of the Municipality for at least two (2) continuous years prior to appointment and shall continue to be a resident of the Municipality throughout his or her term of office. The Commission shall have its organizational meeting on the first Thursday after the first Wednesday in the succeeding January in Mentor-on-the-Lake City Hall at 8:00 p. m. The Mayor will appoint an individual who shall preside until a permanent chairperson is elected. The Commission shall adopt its own rules and regulations, and shall elect necessary officers. The Commission shall review the Charter and propose for adoption, not less than ninety (90) days prior to the next November election, any alterations, revisions, or amendments which the Commission deems advisable. Council shall submit all such proposals to the electorate at the next November election. In the event of any vacancy, for any reason, on the Charter Review Commission, the vacancy shall be filled by a majority vote of the Commission; if the Commission fails to fill such vacancy within thirty (30) days, the Mayor shall fill the vacancy by appointment. Each such review committee shall cease to function on the day of the next November election following its election. The members of the committee shall serve without compensation, but Council shall provide for payment of its reasonable expenses.
