Purchases and contracts shall be made only in the manner provided by ordinance by Council except that Council may not authorize, without advertising and determination of the lowest and best bidder, any contract which would be otherwise prohibited by the Revised Code of the State of Ohio. Council may override this Section for those matters which it determines to be a true emergency by the affirmative vote of at least five (5) members elected to Council if it determines that a delay would result in loss or hardship to the City or its inhabitants. Contracts for professional services are excluded from this provision.
