The President of Council shall preside at Council meetings. The President of Council and Vice President of Council shall serve for one (1) year. The President of Council shall be elected by a majority of Council and the Vice President of Council shall be elected by a majority of Council at its organizational meeting each year. Council shall employ a Clerk and may employ such persons as it may deem necessary for the proper discharge of its legislative duties. Any person employed by the Council shall serve at the pleasure of Council.
