When the office of a Council member shall become vacant for any reason, the vacancy shall be filled by a majority vote of the remaining members of Council. If the Council fails to fill such vacancy within thirty (30) days, the Mayor shall fill it by appointment. Each Council member so elected or appointed shall hold office for the unexpired term of the Council member he or she replaces. A Council member to be appointed shall have been a resident and qualified elector of the Municipality for two (2) years prior to his or her appointment.
