No building or structure shall be erected, constructed, altered, moved, converted, extended or enlarged or use established without a zoning permit issued by the Administrator. No zoning permit shall be issued by the Administrator except in conformity with the provisions of this Zoning Code.
Applications for zoning permits shall be made to the Administrator on forms provided. Each application shall be accompanied by a plot plan drawn to scale showing the size and shape of the parcel of land, the location of structures or uses with respect to the property lines and to the right- of-way of any street or highway, proposed grading plan and any other information which the Administrator may deem necessary for consideration of the application. An application fee as per Section 1129.04 shall be charged for all zoning permits.
