(a) Upon proper application by any person to connect to the police alarm panel or fire alarm panel to receive emergency alarms the City Manager or his authorized representatives may issue a permit or permits for such connection. The alarm module shall be one supplied by the City of Mentor.
(b) For said alarm module the applicant shall pay to the City of Mentor the sum of one Hundred Dollars ($100.00) and, in addition, shall pay a monthly fee of Twenty Dollars ($20.00) for the monitoring of same.
(c) Each individual firm or corporation connected to said system shall be responsible for the maintenance and operation of their respective signal line.
