Any residence or lawful business located within the City of Mentor may be equipped with an emergency alarm for the purpose of detecting and signaling the presence of a fire or unauthorized intrusion, only upon compliance with the provisions hereinafter set forth. Preexisting alarms or installations are subject to the hereinafter set forth requirements including those pertaining to permits.
