A. Street Construction And Repairing: The work of improving, repairing and constructing any street may be done directly by the city without first submitting the same for bids.
B. Ornamental Street Lighting: The construction, repair, and reconstruction of an ornamental street lighting system in the city may be done by the common council direct without submitting the same for bids, including the purchase of necessary materials. (1975 Code Ch. 6 § X)
