7-1-5: SNOW AND ICE REMOVAL:
   A.   Deposit Of Snow Or Ice On Sidewalks Or Streets:
      1.   Public Nuisance; Abatement: No person shall deposit snow or ice removed from private property onto sidewalks or streets in the city. Any such deposits of snow or ice on the sidewalks or streets shall constitute a public nuisance and the city shall have the right and power to abate such nuisance by the removal of such snow or ice. If any such deposit shall so remain after twelve o'clock (12:00) noon on the date following the deposit, the street superintendent may immediately thereafter cause such snow or ice to be removed from the street and/or from the full width of such sidewalks and to report the expense of: a) seventy five dollars ($75.00) for one sided frontage, or one hundred dollars ($100.00) for corner lot frontage, or b) the actual costs incurred, whichever is more, to the city clerk with a description of the lot or parcel of land adjoining which the same shall have been incurred, and the amount of such expense shall be invoiced to the owner of the property from which such snow or ice was removed and, if not paid within thirty (30) days, entered in the tax roll as a special tax against said property. The term "sidewalk" shall be defined as set forth in section 340.01, Wisconsin statutes, and shall be an improved surface of stone, brick, cement, concrete, asphalt or like material.
      2.   Penalty: Any person who shall violate any provision of this subsection, shall, upon conviction thereof, forfeit not more than one hundred dollars ($100.00) together with the cost of prosecution, for the first offense, and not more than two hundred dollars ($200.00) together with the cost of prosecution, for each subsequent offense. These penalties shall be in addition to the cost of removal of the said snow and ice as provided in subsection A1 of this section. (1975 Code Ch. 6 § VII)
   B.   Removal Of Snow And Ice From Sidewalks:
      1.   City To Remove; Property Owner Responsible: In any case where any "sidewalk" as defined in subsection A of this section, in front of or adjoining any lot or parcel of land within the city shall remain covered in any part with snow or ice later than twelve o'clock (12:00) noon of the day following the end of the snowfall, the street superintendent may immediately thereafter cause such snow or ice to be removed from the full width of such sidewalk and to report the expense of: a) seventy five dollars ($75.00) for one sided frontage, or one hundred dollars ($100.00) for corner lot frontage; or b) the actual costs incurred, whichever is more, to the city clerk with a description of the lot or parcel of land adjoining which the same shall have been incurred, and the amount of such expense shall be invoiced to the owner of the property from which such snow or ice was removed and, if not paid within thirty (30) days, entered in the tax roll as a special tax against said property.
